Support creating Audit Event test data in FOSS

What does this MR do?

Allow creating Audit Event test data in FOSS.

Through the discovery in #212830 (comment 384321105), we have confirmed that Audit Events is offered in both FOSS and EE. This change will support writing test in FOSS package.
