Reset CI minutes for all namespaces
What does this MR do?
We only reset CI minutes for namespaces and projects that used their minutes in the current month.
In the CI minutes UI we show when we last reset them. This is confusing because users could not use their minutes for months at a time, and they see a label that says "Usage since T-3months ago".
This MR changes so that we always reset CI minutes for everyone.
