Removes the DB_USE_NEW_POOL_SIZE_LOGIC flag

What does this MR do?

This new logic was tested on GitLab.com in gitlab-com/gl-infra/production#2454 (closed). All was well, so here we're removing the ENV variable and specs that allow configuring that.

From now on, the pool configuration will be ignored from onmibus or the CNG-charts.
