[Geo] Update disaster recovery document
What does this MR do?
Our old disaster recovery manual is not supposed to be used when there are multiple secondary nodes. This particular change does not do that either but we are more specific now. I created an issue for n-node systems https://gitlab.com/gitlab-org/gitlab-ee/issues/4364.
