Use latest successful pipeline for default branch which ran security jobs

What does this MR do?

After triaging #218012 (closed) we have determined that the issue comes from the fact that sometimes the pipeline for default branch doesn't run security-related jobs. This MR takes that into account when determining if a Vulnerability was fixed on the default branch or not.
