E2E Run pipeline via web only spec

What does this MR do?

To automate test case #946.

• Expectations: no pipelines are triggered automatically and triggering pipeline manually does not trigger danger error.

Follow up issue #229632 (closed) - to remove FF on the feature and test cases.
