Include max artifact size in authorize response

What does this MR do?

Part of https://gitlab.com/gitlab-org/gitlab/-/issues/227862

This returns the maximum artifact file size in the /authorize response which Workhorse will then use to reject an upload if the file has exceeded the limit.
