Hide health status labels for closed issues on epics tree

What does this MR do?

The health statuses are not shown for the issues that are closed on epics tree. This MR completes the first leg of the two frontend tasks for Issue #220867 (closed).

Also,

• Removes Bootstrap utility classes (to the extent possible)
