Add hyphen to 'To-Do' for alert sidebar

What does this MR do?

There is inconsistent usage of the term 'To Do' and 'To-Do'. This MR brings some consistency by changing 'To Do' in the new alerts screens to 'To-Do'. It also updates the 'Add a To-Do' button in the shared sidebar component.
