Exclude license scanner types from SecurityScannerType enum

What does this MR do?

Related to #230510

This MR extends SecurityScannerType to support license scanner types. Currently there is a problem discovered in Sentry that prevents Security Dashboard from loading with 500 error. This MR fixes that problem.
