Add metrics dashboard yaml lint to WEB IDE

What does this MR do?

Recently with #218472 (closed) very useful feature of live linting and syntax suggestion was added to Web IDE for .gitlab-ci.yml. This MR is a PoC that shows how this feature could be applied to .gitlab/dashboards directory contents, which host schemas for custom metrics dashboard
