Add a security-review page for Geo
What does this MR do?
Closes https://gitlab.com/gitlab-org/gitlab-ee/issues/4074 and adds a page to gitlab-geo/security-review.html with the contents of the internal security review that was conducted in Nov 2017. (See link in issue)
