Move transfer service package logic specs to core [RUN AS-IF-FOSS]

What does this MR do?

• move package related transfer specs to core
• move package related transfer checks from EE to core
• remove package license check for the transfer service since package models are already in core.
• move dependency #has_packages method to core, removing the license check.
