Unquarantine first_class_project_security_dashboard_spec end to end test as #212497 (closed) is resolved in which the spec was failing on Staging as vulnerability controls were hanging

This also encompasses https://gitlab.com/gitlab-org/quality/team-tasks/-/issues/593 - Remove security_reports_spec, rename first_class_project_security_dashboard_spec, based on team members recommendations.
