Unquarantine create_merge_request_with_secure_spec end to end test

What does this MR do?

Unquarantines the create_merge_request_with_secure_spec test. It was originally quarantined along with other secure tests ( #219519 (closed) ) due to issues in staging where runner minutes had ran out ( https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/10477 )

In the meantime while it was quarantined, some verbiage needed updated for Dependency and Container scanning results.
