Updating exclude rules env variable description to show they will not run in the scan

What does this MR do?

As described in #217423 (closed), we are fixing the DAST_EXCLUDE_RULES so that it actually excludes the rules, rather than just removing the values from the report. This is to update the documentation to reflect the new functionality of the variable.
