Enable state, milestone, and weight change event tracking by default
What does this MR do?
Related to #229147 (closed)
This changes state, milestone, and weight tracking to use resource events instead of creating system notes. There would be no visible change in the UI because we generate synthetic system notes (not DB-backed) for these events when the notes are requested.
