Add Open/Closed/All tab navigation to Jira issues

What does this MR do?

Issue #228705 (closed). Backend was added in !36626 (merged).

This whole view (and feature) is behind the feature flag jira_integration which is being renamed to jira_issues_integration in !36943 (merged).
