Draft: Resolve "Port CI linter results partial from HAML to Vue"

What does this MR do?

The partial app/views/projects/ci/lints/_create.html.haml renders the state of the gilab-ci-yml file. It renders success messages, errors and explanation of the file. This MR ports this partial in HAML to Vue.
