Default Feature Flags Issue Links to Enabled

What does this MR do?

Default the widget for linking Feature Flags and Issues to enabled.

This will roll it out to self-managed instances.

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
