WIP: Testing a pipeline change RUN AS-IF-FOSS

What does this MR do?

This is to test whether the pipeline fails just because I made an unrelated change in the pipeline_spec file.

RESULT Pipeline fails if I make a change to the pipeline_spec file and the pipelines_controller file. It seems that the resulting tests cause some conflict with one another.

Based on weird issues I was having with an MR: !36349 (merged)
