[RUN AS-IF-FOSS] Move approvals components to FOSS

What does this MR do?

Moves some frontend approval components into FOSS. This allows for FOSS and Core license apps to have a very basic approval button. This approval button does not block merge but is instead an entirely optional step on merge requests.
