Add FilteredSearchBar for search and sort

What does this MR do?

Issue #223921 (closed)

• Add FilteredSearchBar to IssuablesListApp but only show it for Jira issues.
• Enable free text search.
• Enable sorting by:
  • Created date: asc and desc.
  • Updated at: asc and desc.
• Page does not refresh when re-fetching Jira issues.
