Add replication queue e2e test

What does this MR do?

Adds a replication queue e2e test to confirm that other repos can still replicate if one repo has stalled replication jobs

• Allows PraefectManager to start and stop praefect and inspect the replication queue

Closes gitlab-org/quality/testcases#843 (closed)
