Clean up utility class in commit search

What does this MR do?

This MR cleans up utility class and utility class for the commit search bar.

Resolves:

• Update to use gl-sm-mt-0 instead of mt-sm-0 > #225833 (closed)
• Remove gl-min-w-full from utilities.scss > #225990 (closed)
