Change transfer, update and create services for groups and projects

What does this MR do?

Makes the necessary changes on transfer, update and create services for both projects and groups in order to fullfil the issue 23123 requirements.

This MR is a follow up to !33411 (merged) and will be followed by one more MR addressing the necessary UI changes as suggested on #23123 (designs).
