Remove has_multiple_clusters

What does this MR do?

Since multiple Kubernetes cluster feature is being moved to core, remove remaining instances of has_multiple_clusters? Depends on MR gitlab-org/gitlab/-/merge_requests/35094-- having trouble linking it as a merge request dependency to this MR, which is a known issue. Please merge !35094 (merged) before this one.
