Remove feature flag to make registry table SSOT for Uploads

What does this MR do?

In #210525 (comment 340671754), we made the feature flag enabled by default, and now we are removing it. We are also removing the Geo::MigratedLocalFilesCleanUpWorker because the Geo::Secondary::RegistryConsistencyWorker will perform the cleanup of these unused registries.
