Move package APIS to core [RUN AS-IF-FOSS]

What does this MR do?

• Move package apis and dependencies to core (pypi, composer, conan, maven, npm, go proxy).

• Remove license requirement for the package api

• Move graphql resolver for packages to core.

Part of #221259 (closed).
