Add project settings related graphQL fields for project settings -> operations path and a flag if user has access to project settings

What does this MR do?

We need to have access to two new graphQL fields.

Path to Project settings -> Operations

Suggested query format:

  project(fullPath: "root/sample-project-path") {    
    webUrlSettingsOperations {}
  }
}

Flag that expresses if the current user of the project has access to the project settings

Suggested query format:

  project(fullPath: "root/sample-project-path") {    
    userPermissions {
      settingsProject
