Display commits search in mobile & adjust text

What does this MR do?

This MR displays the commits search bar in smaller screen size. It also updates the placeholder guideline per Pajamas guidelines (https://design.gitlab.com/components/search/).

Testing Case

1. Go to Commits page

• Placeholder text reads Search by message
• In mobile view, the search bar still displays
