Add branches_to_be_notified param to hangouts

What does this MR do?

Closes #220503 (closed)

It allows the hangouts chat service API endpoint to receive the branches_to_be_notified parameter like described in the documentation. It also fixes the parameters table in the documentation which was saying all in the required column.
