Improve #find_or_create_code_owner_rule to handle sections

What does this MR do?

We missed a spot that adds sectional filtering to EE::ApproveMergeRequestRule#find_or_create_code_owner_rule. Borrows logic from @iamphill's solution in f5e01fb7 and adds tests
