Hide Add to Batch button when suggestions can't be applied

What does this MR do?

We had recently updated the tooltip batch suggestion but now that !34828 (merged) has been merged, we can update it as it's working properly.

Update: This now removes the button for Add to Batch when the suggestion can no longer be applied. Following UX advice.
