Stablize protected tags spec

What does this MR do?

Stablize protected tags spec by moving access_levels_content qa-selector to dropdown_class to remove ambiguous match when an item is already selected (#223822 (comment 369867779)).

Also choose_access_level_role will now exit if the access level has already been choosen.
