Add confidential and locked discussion vue components for issue header
What does this MR do?
This allows for state sync for the issue header when toggling confidential on or off.
Thought: For future iteration i think we should refactor the component to be composed of slots so that we can reuse the wrapper component in MR, Epic, Issues.
Warning: this is behind a FF and needs to be enabled to check.
