Rename Container Expiration Policies to Cleanup policy for tags

What does this MR do?

This MR updates the copy of the Container Registry expiration policy to use the new name "Cleanup Policy"

The code here uses a lot of bootstrap utility classes, they have not been touched/modified here, but this issue has been open to tackle the problem: #225194 (closed)
