Parameterize PG deprecation notice in admin UI

What does this MR do?

Closes omnibus-gitlab#5097 (closed)

Updates the external database checker to use variables so we can more easily provide updates to the deprecation notice in the admin panel.

There is no known risk to adding this change. Additional tests have been added to confirm expected output.
