Customizable default branch name setting

What does this MR do?

For #221013

This MR adds a section in the administration settings that allows changing the default initial branch name to anything.

Since the Admin > Repository section of the settings was untested, this adds a suite to test that the settings are toggled correctly by the feature flag (global_default_branch_name).
