Move "Delete comment" button to the bottom of "More actions" list

What does this MR do?

This MR moves the "Delete comment" button to the bottom of the "More actions" list in comments. This placement was an action item discussed in Slack. The current button at the bottom of the list is the "Assign to commenting user" button, which was implemented in this MR: !23883 (merged)
