Move CI_DEPLOY_FREEZE variable calculation to pipeline

What does this MR do?

Moves the creation of the $CI_DEPLOY_FREEZE into the point of pipeline creation. This is necessary as previously when the variable creation was in the build, the rules where being executed before variable creation.

Additional tests included.
