What does this MR do?

Surface metrics charts on the alert detail page for alerts from GitLab-managed and externally managed Prometheus

To generate an alert locally, please, follow instructions in the description of this MR. Make sure to update startsAt field.

📓 I've tried to leverage existing MetricEmbed component for this purpose. 🔴 Currently loading state is not supported
