Use `GpgKeys::DestroyService` when a user deletes a GPG keys for themselves via API

What does this MR do?

Contributes to #220127 (closed)

This change is tech debt fix and uses GpgKeys::DestroyService, so that wherever GPG keys are deleted across the codebase, we use this service.
