What does this MR do?
Updates rouge to 3.20, from the release note:
This release includes lexers for Augeas, BibTeX, HLSL, LiveScript, Velocity and Zig. On top of that, we have fixes for the C++, Diff, Haskell, HTML, JavaScript, JSX, OpenType Feature File, PowerShell, TSX and TypeScript lexers.
This includes the fix for #216782 (closed).
