Add DestroyService for deleting GPG keys and use it when admin deletes GPG key of a user via API

What does this MR do?

Contributes to #220127 (closed)

This change adds and uses GpgKeys::DestroyService, so that wherever GPG keys are deleted across the codebase, we use this service.
