What does this MR do?
Originally added in !33121 (merged), it was discovered that the #down contained references to EE-specific models (gitlab-foss#78460 (moved)), so we need to not execute those pieces of the migration. This solution was suggested by @mayra-cabrera in gitlab-foss#78460 (comment 362451545).
