Change Auto DevOps deploy image to 0.16.3

What does this MR do?

Bumps auto-deploy-image to 0.16.3. Even though we already have newer versions available, we'll update this first so we can apply the ~"Pick into 13.0" label with only what's relevant to it.

Main changes:

• Removes PVC on delete
