Remove vuex from project selection

What does this MR do?

Remove vuex from project manager component

• create a project manager component that utilizes GraphQL and the GraphQL cache instead of Vuex
• move the remaining Vuex store and actions into the component
• update child components to handle new project structure
• update tests
