Fix linking issues from subgroups to epics in parent group

What does this MR do?

It fixes the bug when linking an issue from a subgroup was not possible from an epic in the parent group.

Are there points in the code the reviewer needs to double check?

Why was this MR needed?

We checked if the issue group == the epic group but that excluded issues in subgroups
