Include CI_HAS_OPEN_REQUIREMENTS variable

What does this MR do?

Users can use this variable to dynamically include a CI job which marks all requirements as passed. E.g. something like

  - if: "$CI_HAS_OPEN_REQUIREMENTS" == "true"
    when: manual

  when: manual

  script:
    - mkdir tmp
